Understanding Education Freedom Accounts (EFAs) at Westbury Christian School

As conversations about Education Freedom Accounts (EFAs) continue, we know there are many questions about what this program means for your family. I’d like to share the latest information to help you understand how EFAs work, the steps you need to take, and whether this opportunity is a good fit for your family.

To begin, here are answers to some of the most common questions we’re hearing.

  1. What can EFA funds be used for? Eligible expenses include private school tuition, meals, uniforms, tutoring, online programs, textbooks, and therapies for students with special needs. 
  2. Does receiving an EFA mean my child is accepted to WCS? No. EFA approval and school admission are separate. You must apply to both, and one does not guarantee the other. 
  3. Are current Westbury families eligible? Yes. All current families are eligible and encouraged to apply. While the state will use a prioritization system and lottery within categories, submitting an application is the only way to be considered.
  4. How much funding could my family receive? You could receive $10,474 for students enrolled in an eligible private school, or up tp $30,000for students with disabilities enrolled in depending on need. Funds may be used beginning July 1, 2026, when eligible expenses become payable.
  5. Can siblings apply together? Each child needs their own application. If one is approved, all siblings who applied are approved as well and do not need to reapply each year. 
  6. If I receive needs-based assistance from WCS, am I required to apply to EFA? Families receiving needs-based tuition assistance from Westbury Christian are required to apply for the Education Freedom Account (EFA). Once EFA eligibility and funding are determined, Westbury Christian will reevaluate the family’s needs-based tuition assistance accordingly.

Understanding Texas Education Freedom Accounts

Education Freedom Accounts (also known as Education Savings Accounts, or ESAs) are publicly funded, government-authorized accounts designed to help families cover approved educational expenses. The funds must be used only for eligible educational purposes and may roll over each year as long as the student remains eligible. The program represents a significant shift in how educational opportunities may be accessed across Texas, and we believe it has the potential to serve many families well.

Westbury Christian’s Perspective

We’re encouraged by the opportunity EFAs may provide for families who desire a Christ-centered education for their children. For many, this program could make access to high-quality Christian education more attainable than ever before. We are committed to following developments closely, asking thoughtful questions, and sharing accurate information as it becomes available. Our goal is not simply to inform, but to shepherd families wisely through this process.

Who Is Eligible for an EFA?

To be eligible, a student must be a U.S. citizen, national, or lawful resident eligible to attend a Texas public school. The state prioritizes applicants in the following order:

  1. Students with disabilities (as defined by Texas law) whose family income is at or below 500% of the Federal Poverty Guidelines (FPG)
  2. Children from families with income at or below 200% of FPG
  3. Children from families with income between 200–500% of FPG
  4. All other applicants, with priority given to students transitioning from public school (this category is capped at 20% of total funding)

Timeline Overview (Per State Guidance)

  • February 5 – March 17, 2026: Applications may be submitted

  • Week of April 6, 2026: Award notifications and amounts shared

  • July 1, 2026: Approved families may begin using funds for eligible expenses
